When a doctor is slain just outside of the mayor's residence, Detectives Goren (Vincent D'Onofrio) and Eames (Kathryn Erbe) initially suspect one of the victim's mentally afflicted relatives but their investigation also leads to a crooked halfway house whose operators run up huge and unnecessary bills at the expense of the government.
